MINUTES OF THE SECOND REGULAR JUNE 2006 MEETING OF THE
MAYOR AND BOARD OF ALDERMEN OF THE
CITY OF RIDGELAND, MISSISSIPPI
JUNE 20, 2006
6:30 P.M.
The Mayor called the second regular June 2006 meeting of the Mayor and Board of Aldermen to order. Present were Mayor Gene F. McGee, Alderman Linda Davis, Alderman Gerald Steen, Alderman Ken Heard, Alderman Chuck Gautier, Alderman Kevin Holder, Alderman Scott Jones, City Clerk David W. Overby, and City Attorney Jerry Mills. Alderman Larry Roberts was absent. The meeting opened with an invocation and the Pledge of Allegiance.
The Mayor then recognized Police Officer Billy Atkinson as "Officer of the Month" for the month of May, 2006.
The Mayor and Board of Alderman were furnished copies of the minutes of the June 13, 2006 Architectural Review Board meeting and the June 14, 2006 Zoning Board meeting.
The first order of business was the matter of accepting the minutes from the June 6, 2006 meeting of the Mayor and Board of Aldermen. The minutes were accepted with no corrections.

PUBLIC HEARING/AMENDMENT TO ZONING ORDINANCE-
ACCESSORY STRUCTURES
The Mayor announced that it is now time for the public hearing published for this time and date for the purpose of considering the adoption of an ordinance amending Section 200.3, Residential Estates District, and Section 210.2, Single-Family Residential District of the City of Ridgeland’s Zoning Ordinance. The City Clerk adjudicated that a public hearing notice, a copy of which is attached hereto as Exhibit ‘A", was published on May 25, 2006 in the Madison County Journal. City Attorney James Gabriel summarized the proposed ordinance to those present. Then, the Mayor invited the public to come forward with any questions or comments, whereupon, Cherry Deddens, a Bridgewater Subdivision property owner, spoke in favor of adopting said ordinance. The Mayor asked if any one else wished to address the Board regarding the matter and there was no response. Next, the Mayor declared the public hearing closed.

AMENDMENT TO ZONING ORDINANCE/ACCESSORY STRUCTURES
There next came for consideration the matter of adopting an ordinance amending Sections 200.3 and 210.2 of the City of Ridgeland’s Zoning Ordinance. Alderman Jones moved to adopt the proposed ordinance amending sections of the Zoning Ordinance pertaining to accessory uses and structures in Residential Estate Districts and Single-Family Residential Districts, a copy of which is attached hereto as Exhibit "B".
The Motion was seconded by Alderman Gautier and a vote was taken thereon as follows:

ROBERT WALL & JEFFERY WALL
There next came for consideration the matter of a petition filed by Robert D. Wall and Jeffery T. Wall to rezone property located at 819 Lake Harbor Drive to change its present (C-2), (C-3), and (C-4) Classifications to (C-2A) and (C-3) Classification. After discussion, Alderman Gautier moved to table the matter for sixty (60) days.
The Motion was seconded by Alderman Jones and a vote was taken thereon as follows:

AMENDMENT TO ALCOHOLIC BEVERAGE ORDINANCE
There next came for consideration the matter of amending Sections 6-1 and 6-6 of the Alcoholic Beverage Ordinance. After James Gabriel, City Attorney, explained the proposed amendment, Alderman Jones moved to adopt said ordinance, a copy of which is attached hereto as Exhibit "T".
The Motion was seconded by Alderman Steen and a vote was taken thereon as follows:

There next came for consideration the matter of payment of claims. Alderman Steen moved that claim numbers 53622 through 53986 on claims docket dated June 20, 2006 be paid.
The Motion was seconded by Alderman Jones and a vote was taken thereon as follows:

Alderman Steen moved that the meeting be closed to determine the necessity for an executive session.
The Motion was seconded by Alderman Holder and a vote was taken thereon as follows:

The meeting was closed and discussion followed regarding the necessity of going into executive session to discuss certain litigation.
Alderman Gautier moved that the Mayor and Board of Aldermen go into executive session.
The Motion was seconded by Alderman Heard and a vote was taken thereon as follows:

The Mayor then declared the Motion carried.
The Mayor reopened the meeting and announced that, by unanimous vote, the
Mayor and Board of Aldermen were going into executive session to discuss litigation.
The meeting was then closed and the Board went into executive session.
After discussion, Alderman Steen moved that the Board come out of executive session.
The Motion was seconded by Alderman Gautier and a vote was taken thereon as follows:

There being no further business before the Mayor and Board of Aldermen the Mayor declared the regular meeting adjourned.
